The "Edit School Drop-down List" button opens the MDE_MAIN file. There are instructions on this layout that explain how to add schools to or remove schools from the drop-down lists that appear in the PD Participant, SS Activity, and OS Activity file layouts. The drop-down lists display records from the MDE_CODE file. Hitting the "Build School List" button exports all records that have the SELECT Y box checked to the MDE_CODE file.
