Abstract: Grant seeking is an important source of funding for many nonprofit organizations. Once a proposal is funded, the organization must contend with the responsibility of project implementation and the expectations of successful project outcomes. Using the Delphi Method as a tool for facilitating e-mail dialog among anonymous experts, 12 foundation program officers identified, ranked, and rated the essential elements of and barriers to grand implementation. The process revealed 13 essential elements of and 11 barriers to implementation. These results formed the basis for a strategic and tactical model for effective grant implementation.
