Stefanie Anderson Atlanta, GA Sanderson2@cdc.gov MPH, Health Behavior Health Education Current Job Title/Employer: Program Development Consultant, National Campaign on Appropriate Antibiotic Use in the Community, CDC Work Experience: The majority of my work experience is in the field of public health. I focused on health behavior research, health education development, implementation, evaluation, and health promotion intervention management. Selected Evaluation Emphases and Experience: So far my experiences with evaluation have been unstructured and sporadic. Although most programs I have worked with recognize the importance of evaluation, the actual development and/or implementation phases never quite come to fruition. The campaign I am currently involved with operates on a national level and manages state level appropriate antibiotic use campaigns. We would like to develop and implement a reasonable and effective evaluation plan that can be easily reproduced and modified for our state partners. In addition, we are in the process of developing an evaluation manual that will serve as an invaluable resource not only for our state partners but also for other health promotion campaigns. I would like to come away from the institute with the ability to explain, develop, and interpret evaluation plans into plain language and provide feasible solutions for programs with limited resources. Continuing Interest in Evaluation: The knowledge and skills I attain at the Summer Institute will only enhance our national campaign and strengthen our creditability. I intend to share and utilize the lessons learned with our staff and other interested parties, in the hopes of implementing more effective and targeted prevention and health promotion programs. On a personal level, I consider this experience to be a career building opportunity. I intend to continue my education in public health and possibly concentrate in program evaluation. Therefore, any guidance I receive from the institute's curriculum and from the participants will contribute to my success in a doctoral program and as a public health professional. |

Dr. Shelley L. Balanko Seattle, WA sbalanko@u.washington.edu Ph.D. in Applied Social Psychology Current Job Title/Employer: Research Analyst, Office of Educational Assessment, University of Washington Work Experience: Applied Social Psychology researcher, evaluator of social service programs, management consultant/vocational counselor. Selected Evaluation Emphases and Experience: Currently, my primary project is the evaluation of the $10 million NSF funded Center for the Advancement of Engineering Education. The major goals of the program are deepening the research base in engineering education, improving the teaching of engineering, and advancing the engineering education research infrastructure. I am also involved in the evaluation of several other NSF funded projects such as a manufacturing consortium's educational outreach efforts; a program for inquiry-based math, science, and engineering education; an online course concerning information technology fluency. Continuing Interest in Evaluation: As a recent Ph.D. graduate and new hire, I hope the Institute will help me clarify my evaluation strengths and areas for development. Specifically, I hope to gain greater knowledge and skill in designing evaluation plans, negotiating contracts, and managing budgets and projects. The training in evaluation received at the Institute will be particularly important as over 70% of our division's evaluation contracts involve STEM projects. I look forward to sharing the competencies that I gain with my colleagues at the Office of Educational Assessment so we can better evaluate the impact and outcomes of programs at the University of Washington. |

(in progress) - Instructional Design, Development, & Evaluation; Concentration: Evaluation & Applied Research Current Job Title/Employer: Coordinator, NSDL Project, Information Institute of Syracuse, School of Information Studies, Syracuse University Work Experience: I spent two years with the AskERIC Q&A Service for educators (http://askeric.org), first as a digital reference specialist and then as the manager of that service; prior to working with AskERIC I taught middle school math - primarily algebra and pre-algebra, but also geometry and sixth grade math Selected Evaluation Emphases and Experience: My current position involves building, managing, and evaluating a digital reference service for the NSDL (National Science Digital Library) called "AskNSDL." Other projects I have recently undertaken have involved evaluation of digital library services as well as training programs for digital library professionals. One of my current projects involves building a data warehouse to serve as a dynamic evaluation system for the AskNSDL service. Continuing Interest in Evaluation: My work with NSDL and my participation in this Summer Institute reflect my desire to work more directly with math and science education programs that serve the K-12 students and educators. I am particularly interested in math education programs that integrate hands on applied learning experiences, technology, and authentic assessment. I am also interested in finding ways to measure the effectiveness of programs such as AskNSDL that connect K12 students and educators with scientist and mathematicians. |

Betsy Cole Waimea, Hawaii Island bcole@kohalacenter.org Deputy Director, The Kohala Center Current Job Title/Employer: Deputy Director, The Kohala Center, an independent academic institute on the Island of Hawaii, www.kohalacenter.org. Work Experience: For the past twenty-five years I have been involved in the design, implementation, and evaluation of education, health, and social service programs at the community and state level. I have also served as a University of Hawaii lecturer in cross-cultural psychology and human development. Recently my professional responsibilities shifted to developing educational programs and designing program evaluations in the fields of environmental studies, ocean sciences, alternative energy, and ethnobotany. Selected Evaluation Emphases and Experience: Most of my experience has been in the area of qualitative evaluation of social and educational programs in which I have been directly involved as a program designer and/or administrator. Recently I was part of a technical assistance team that developed an evaluation plan for a state-wide early childhood education initiative. I am currently working with a group of evaluation professionals who are developing a set of guidelines for Maori/Maoli-focused evaluation to specify evaluation practices that are respectful and meaningful to the indigenous peoples of New Zealand and Hawaii. In the next two years I will be working on evaluation plans for science education programs at the high school and university level. Continuing Interest in Evaluation: I am particularly interested in how to evaluate the impact of educational programs and social intervention strategies designed for a multi-cultural population and how to involve target populations in the design and implementation of evaluation efforts that are both rigorous and culturally respectful. By participating in the summer institute I hope to increase my knowledge of qualitative and quantitative evaluation methods both to be more effective in my role at The Kohala Center and make a contribution to building a cadre of qualified evaluation specialists in Hawaii and the Pacific. |

Kim Gibson Athens, GA kimmg@arches.uga.edu M.Ed. in Instructional Technology; Ph.D. student in Foods and Nutrition Current Job Title/Employer: Graduate Research Assistant, Department of Foods and Nutrition, Nutrition Intervention Laboratory, University of Georgia Work Experience: In my current position, I have assisted with the coordination of the pilot study activities related to the validity and reliability testing of Creating Healthy Generations program evaluation tools with the target audience. I also have worked in hospital-based and long-term care settings in North Carolina and Georgia as a clinical dietitian. Selected Evaluation Emphases and Experience: My graduate research work focused on conducting a process evaluation of the Body and Soul program, a faith-based nutrition intervention program conducted by the American Cancer Society. My dissertation project involves a web-based dietary assessment tool which will be used in the evaluation of the Creating Healthy Generations nutrition intervention program, a USDA funded program to increase fruit and vegetable consumption of fourth graders in the Atlanta public school system. My course work in Instructional Technology provided evaluation opportunities of technology-based instructional programs. Continuing Interest in Evaluation: I am interested in increasing my knowledge and skills related to the evaluation of health intervention programs and technology-based instructional applications. In particular, I hope to gain a deeper understanding of how to apply theory and logic models in the evaluation of health intervention programs. I am also interested in learning more about how technology can be utilized in the development of evaluation instruments for various contexts. I plan to share what I learn with departmental colleagues as well as use the skills I gain to assist the multi-disciplinary members of our intervention projects. |

Lecturer, University of California, Irvine. Work Experience: For the last 4 years I have co-directed an evaluation center at the University of Colorado, Boulder and have conducted educational evaluations for various institutions. I was a K-12 teacher of second language learners for 12 years. I have developed and coordinated ESL programs at the secondary level and have taught ESL methods and Second Language Acquisition courses at the university level. Selected Evaluation Emphases and Experience: Presently, I am working with the director of the AGEP program at the University of Colorado, Boulder in evaluating the NSF funded grant program designed to help underrepresented minorities enter PhD programs in the STEM fields. We are evaluating aspects that affect retention, graduation, and career choice of these students. Continuing Interest in Evaluation: I am especially interested in the development of culturally appropriate evaluations. I hope to learn about various evaluation models, methods, and reporting styles and how to better adapt these to culturally and linguistically diverse participants and audiences. |

Work Experience: SEDL evaluator and evaluation consultant. I also taught a learning strategies course for undergraduate students for two years in the Educational Psychology Department at the University of Texas and worked with several teams on cognitive learning research projects. Selected Evaluation Emphases and Experience: For two years I have worked with other SEDL evaluation staff on various program evaluation projects with SEDL's South Central Regional Technology in Education Consortium, the Eisenhower Southwest Consortium for the Improvement of Mathematics and Science Teaching, and the Regional Educational Laboratory. Additionally, I designed and implemented an evaluation for Project Integrate 2001, a Technology in Education Grant partnership between Apple Computer, Inc. and schools from 21 Texas school districts. I am currently working with evaluators on the Oklahoma Commission for Teacher Preparation's Professional Development Institutes. I am responsible for evaluating the Middle School Mathematics and Success in Science Professional Development Institutes. Continuing Interest in Evaluation: I am particularly interested in learning ways to conduct evaluations that examine impacts and outcomes that go beyond the primary responses participants make about program activities. For example, evaluating teacher professional development so that it will provide information about student learning and achievement. I also look forward to interactions with experienced evaluators where I can ask questions that go beyond the "how to's." It will be nice to talk about the logic of program evaluation and gain a better guiding framework for my evaluation work. |

Selected Evaluation Emphases and Experience: My work has included evaluation of district instructional programs, providing support for outcomes-based school improvement efforts at the school level, and development and implementation of grant evaluation plans. Continuing Interest in Evaluation: My interest in evaluation is quite broad but I am particularly interested in how evaluation can be institutionalized and implemented on an ongoing large scale basis as part of the management functions of an organization. |

Dr. Sarah Hough Santa Barbara, CA sarahh@education.ucsb.edu Ph.D. Educational Psychology; M.A. Applied Mathematics Current Job Title/Employer: Researcher at the University of California, Santa Barbara Work Experience: For the past 5 years I have been involved as a researcher/evaluator for various project in the Gevirtz Graduate School of Education at the University of California at Santa Barbara. Selected Evaluation Emphases and Experience: I am currently working on two federally funded projects: RENEW and CASELINKS. I am the evaluator for Project RENEW-a 5 five-year, NSF sponsored teacher retention and renewal project that is being conducted from the Center for Educational Change in Mathematics and Science. As part of that role I am developing appropriate instrumentation to measure change in experienced and beginning teacher understandings of mathematics, mathematics pedagogy, and in their understanding of their own role in promoting equity in their schools and classrooms. In addition I am exploring the experienced teacher cadre's development of leadership capacity. I am also the director of on-line module production and evaluation for project CASELINKS-a 5-year research and development initiative that develops muti-media modules for use in teacher professional development. As part of my evaluation role in CASELINKS I am conducting pilot studies of tow of the multimedia modules that are in use in pre-service and in-service courses. Continuing Interest in Evaluation: The knowledge and skills I will obtain from participation this summer will be directly applicable to my present and future work as an evaluator of mathematics professional development initiatives. This academic year Project RENEW will concurrently work with a second cohort of both experienced and beginning teachers. Participation in this institute will give me an opportunity to both improve the current evaluation instrumentation as well as explore how to best evaluate the student's mathematical achievements in relationship to teacher change. |

Judy Kelley Canyon, TX jkelley@mail.wtamu.edu MS in Statistics Current Job Title/Employer: Executive Project Director, Rural Systemic Initiatives in Texas, and Associate Director, Texas Engineering Experiment Station Regional Division, West Texas A&M University Work Experience: I provide direction for two NSF funded mathematics and science systemic reform projects, the Texas Rural Systemic Initiative (TRSI) and the South Texas Rural Systemic Initiative (STRSI). The projects work with 87 school districts that serve almost 90,000 students. I also serve as the Co-PI for two other NSF projects, the RSI Leadership Fellows Academy and the RSI GK-12 Fellows. Since 1992, I have developed and directed mathematics and science education projects that have been awarded over $18 million of external funding. I have taught high school and university mathematics courses for 20 years with the majority of the efforts focused on K-12 mathematics teacher preparation. Selected Evaluation Emphases and Experience: My evaluation experiences have been from a project director's perspective. I have worked with evaluators to design and implement our projects' evaluation plans and then to use the data collected to make programmatic decisions and to complete reports for various stakeholders. Continuing Interest in Evaluation: During the institute, I hope to gain a better understanding of program evaluation involving both quantitative and qualitative data that will help me do a better job of directing our existing mathematics and science education projects. I am especially interested in how to measure the impact of teacher interventions on teacher attitudes and practices and on student performance. I plan to use the skills I obtain to design evaluation plans for future projects. At our university we are developing an evaluation group to serve our entire region, and I plan to share the knowledge and skills that I gain at this institute with the others in this evaluation group. |

Nancy Lewis Orlando, FL Ph. D. Curriculum and Instruction Current Job Title/Employer: Director of Evaluation, Lockheed Martin/UCF Academy for Mathematics and Science in the College of Education at the University of Central Florida. Work Experience: I am currently directing an NSF funded longitudinal evaluation of the Lockheed Martin/UCF Academy for Mathematics and Science (LMA). The LMA is a graduate degree for teachers who teach mathematics and/or science in grades K-8. I am also a staff member for Program Evaluation and Educational Research (PEER) in the College of Education. In addition, I teach courses at the University of Central Florida on reform in mathematics and science curriculum, clinical supervision, and educational change and leadership. Selected Evaluation Emphases and Experience: I began my involvement with the longitudinal evaluation of the LMA as a Graduate Research Assistant during my doctoral studies. The CREATE and AEA annual meetings have given me opportunities to disseminate the findings of the LMA evaluation. I have authored one article on the evaluation that has been published and two others that have been submitted. I am currently involved with putting together a certificate in the College of Education in evaluation. The Evaluation Certificate will be a step towards eventually developing a track in a doctoral degree. Continuing Interest in Evaluation: Most of my evaluation experience has been focused on the LMA longitudinal evaluation and has been very focused and in-depth. I would like to strengthen my evaluation skills and broaden my knowledge of evaluation models. Educational evaluation is my area of interest and I would like to prepare myself to conduct a variety of educational evaluations. In Florida, there is presently a climate of high accountability in education coupled with explosive growth, extreme teacher shortages, and a limited educational budget. These factors make the evaluation of educational programs essential. I am currently grappling with one difficulty in evaluating educational professional development. That is linking teachers' professional development to student achievement in a meaningful way. |

Past work experience includes positions as a teacher in an inner-city, alternative charter high school; working with incarcerated youth to further their education and develop job seeking skills upon release; director of a residential facility for developmentally disabled youth; and oversight of post-secondary agencies contracting with the Department of Education to provide training to dislocated working adults. Selected Evaluation Emphases and Experience: Experience in evaluation across multiple educational settings and social service agencies. Conducted on-site program evaluations of non-profit agencies for purpose of contract renewal. Played a part in national study conducted by Brandeis University in conjuction with the Department of Labor to examine the impact of summer youth employment and training program activities on student learning loss. Participated in intensive workshop on principles of normalization and evaluation methods and subsequently engaged in evaluation of residential facilities for developmentally disabled. Continuing Interest in Evaluation: I am interested in learning how to develop more extensive evaluation tools for instruction and program improvement within the computer technologies department. I am particularly interested in the development of educational objectives and the subsequent evaluation of those objectives, along with classroom instructional methods. I hope to return home with a fresh perspective and some tools to share with my collegues across the College. |

Heather Smith Golden, CO Heather.Smith@Colorado.edu Doctoral Candidate in Educational Foundations, Policy and Practice; M.S., Educational Psychology Current Job Title/Employer: Graduate Research Assistant, Alliance for Graduate Education and the Professoriate (AGEP) and Center to Advance Research and Teaching in the Social Sciences (CARTSS), CU-Boulder Work Experience: I am currently working as a research assistant for several NSF-funded projects at the University of Colorado, Boulder. I am a co-evaluator for the AGEP program which seeks to improve recruitment and retention of underrepresented graduate students in STEM fields. I am also working on a national evaluation of the SENCER science education project. The SENCER program provides funding and expertise for the creation of undergraduate science courses that stress civic engagement combined with scientific content based upon public policy issues. Prior to my doctoral studies, I served as a Healthy Start grant coordinator in a California elementary school. I developed counseling, health, and tutoring programs for students and families at an underserved urban school. Selected Evaluation Emphases and Experience: Besides my current evaluation projects, I served as a research assistant for a policy evaluation of school choice policy in Boulder Valley School District. I have also worked for the National Research Center on an evaluation of social service delivery in Boulder County. I value participatory and collaborative evaluation practices and most of my work in program evaluation has followed this model. Continuing Interest in Evaluation: I plan to continue in the field of educational evaluation with an emphasis on program evaluation in the STEM fields. I would like to expand my knowledge and skills in evaluation design and reporting techniques to benefit my current and future evaluation projects. |

Applied Developmental Psychology Current Job Title/Employer: Professor, Department of Behavioral Studies and Educational Technology, University of South Alabama. Work Experience: Currently, I teach courses at the graduate level in research methods, statistics, and the psychology of learning in the College of Education at the University of South Alabama. I am also part of the faculty in Instructional Design. My research and evaluation interests and experiences are quite varied. One thread that has continued throughout my career is an interest in mathematics education and problem solving. I have engaged in basic research, applied research, and evaluation in this area. I have also done some work examining children at-risk, people with mental retardation, and I have recently developed some interest in the relation between motivation and information processing. I have also been interested in, and done work in, the application of new technologies to teaching and learning. Selected Evaluation Emphases and Experience: Over the last several years, I have worked on a number of evaluation projects as either as a consultant or within the context of my current position. These projects include, evaluation of an introductory engineering course, evaluation of a safety video for children, evaluation of a constructivist mathematics project aimed at minority schools, evaluation of an elementary mathematics leadership program, and evaluation of preschool program aimed at teaching parents to work with their children. Continuing Interest in Evaluation: I have three main goals over the next several years. First, I want to become more immersed in the culture of program evaluation. Even though I have done several evaluation projects, and have even taught program evaluation, I have done so as a relative outsider to the field. Hence, one of my continued interests is in acculturating myself into the field of program evaluation. Second, I would like to develop better meta-evaluation skills. One issue that is of concern to me is how to gauge the success of my evaluation work. Stakeholder satisfaction is one issue, but there are also professional standards that go beyond stakeholder satisfaction. I wish to develop a greater appreciation of and ability to use program evaluation standards. Finally, the demand for evaluation services in the South Alabama and Gulf Coast region is increasing. In order to meet that demand in our region, I would like to develop a center for instructional research and evaluation at my university. Such a center would serve students in our doctoral program in instructional design, faculty and staff, the university, and the community. |

Norma Velasquez-Bryant Reno, NV normah@unr.edu PhD Information Technology in Education, MS Educational Psychology, BS Civil Engineering Current Job Title/Employer: Evaluation & Assessment Specialist, Adjunct Faculty, Research and Educational Planning Center, College of Education, University of Nevada, Reno Work Experience: I worked for a number of years as a civil engineer before I was lured into the exciting world of technology, education, and evaluation. In addition to my current duties as an evaluation and assessment specialist, I also teach courses on the integration of technology in the classroom. Selected Evaluation Emphases and Experience: I am currently the Co-Program Manager for a five-year, $1.15M grant funded through the Hewlett Foundation. This project is a collaboration between the Colleges of Engineering and Education at UNR. I am responsible for the design and implementation of the evaluation component of this project. The primary focus of this project is to increase the quantity and quality of engineering students. Additionally, we are developing a cross-institutional evaluation plan that includes all nine institutions awarded funding by the Hewlett Foundation. I am also performing the evaluation for a technology consortium (5 school districts) in rural Nevada as part of the No Child Left Behind, Enhancing Education Through Technology project. Continuing Interest in Evaluation: One very important aspect of my job is the development of collaborations between my department, the College of Education, other colleges and departments, school districts, and the state to seek funding for a wide variety of purposes. In this role, I more often than not, assist in the grant writing process from the birth of an idea to the review of a final proposal. More importantly, I am often asked to provide guidance in the evaluation design. It is my expectation that this institute will increase my knowledge base, improve my skills, make me a better evaluator, and allow me to transfer this knowledge and skills to those I work with. |
