Texas A&M University-Texarkana. Work Experience: I have taught undergraduate biology courses (ecology, invertebrate zoology, etc. and biology courses for elementary education majors) as well as graduate science education courses for k-12 teachers for a number of years. I have been project director for a number of teacher enhancement grants (Eisenhower grants) as well as grants to improve the training in science and math for pre-service elementary teachers. I am the director of our undergraduate biology program and our graduate science education program. Selected Evaluation Emphases and Experience: My primary experience in evaluation has been the evaluation of the effectiveness of the grants and programs I direct. Continuing Interest in Evaluation: My main goal in attending this workshop is to improve the evaluation procedures for the grants and programs of which I am in charge. I also feel that this experience will have help me prepare better grant proposals in the future. |

One main goal of the program is to increase the number of under-represented students in the SMET pipeline who wish to continue study and conduct research in the field of Space Science. Continuing Interest in Evaluation: I want to further my understanding of evaluation fundamentals and to use them effectively to evaluate programs with emphases in SMET. I look forward to merging my scientific background to my interests in evaluation. The training in evaluation received at the Institute will enable me to highlight the difficulties faced during program implementation and know how to improve them. I plan to share the skills acquired at the Institute with colleagues, and support them in their efforts at evaluating their own programs. |

Diane Dunet (last name pronounced doon-YETT) Atlanta, Georgia ddunet@cdc.gov PhD Candidate in Public Policy, University of Georgia Current Job Title/Employer: Program Evaluation Specialist at the U.S. Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion, Division of Nutrition and Physical Activity, Chronic Disease Nutrition Branch. Work Experience: Program Evaluation Specialist in public health for the last 10 years at CDC. For six years my work focused on breast and cervical cancer. More recently my focus is on nutrition-related chronic diseases and the relationship of obesity to disease. My experience includes some instructional development and design. I have also worked on developing methods for economic analysis and decision analysis for public health and have taught mini-courses in decision analysis at University of Georgia and at Emory University. Selected Evaluation Emphases and Experience: Dissertation-in-progress focuses on vertical diffusion of federal-level nutrition policy guidelines to state, district and local levels. My CDC work focuses on evaluating intervention strategies for reduction of chronic disease related to nutrition. I serve as in-house technical consultant for evaluation to the CDC Obesity Team; CDC's portion of the national 5-A-Day Program for increasing vegetable and fruit consumption; and the WISEWOMAN program to detect and reduce cardiovascular disease risk factors in low-income, older women. I also work with the CDC Hemochromatosis Program (a condition of too much iron in the blood) in developing and evaluating a website for physician education. Continuing Interest in Evaluation: I am particularly interested in ways to evaluate intervention strategies that are multi-site and that also integrate multiple approaches to behavior change. Increasingly, public health strives for comprehensive, integrated approaches to promoting wellness and reducing chronic disease. This approach presents complex issues in evaluation, especially when examining program impact. I hope to gain new skills in this evaluation area during the Institute and be able to provide training both in-house to CDC colleagues as well as to state and local health department staff who want to evaluate comprehensive/integrated programs in the field. |

I also evaluate distance education, school-university partnership, and classroom instruction programs. Presently I am also helping to conduct three separate studies assessing kindergarten readiness. Continuing Interest in Evaluation: May main interests are in the use of advanced statistical methods to further evaluation findings. Work Experience: I currently work with EvAP and the School of Education on a variety of projects, including: evaluation of individual organizations and programs; evaluation of county-level organizations; evaluation and policy analysis of various large county and state initiatives. I also am involved with the Teaching Fellows and Professional Development Schools programs at the School of Education, working with preservice and inservice teachers to design and assess curricula and programs and build assessment capacity. Prior to doctoral studies, I taught 8th grade general science in a local North Carolina school district and middle and High School biology at a German-American school in Berlin, Germany. Selected Evaluation Emphases and Experience: my evaluation emphases are in using collaborative or participatory approaches to designing and implementing evaluations, as well as building capacity within organizations and using evaluation for strategic planning. In addition, I have a special focus on the use of evaluation for policy analysis. My experience to this point has been in the collaborative method and I am very interested in broadening my expertise in evaluation and policy analysis methodology. Continuing Interest Evaluation: I intend to continue in the field of Educational Evaluation and Policy Analysis. My current research focuses on early childhood care and education, but I also am involved in K-12 programming and preservice and inservice professional development. We also assess teachers' implementation of instructional processes learned at instructional workshops in their own classrooms. I designed and implemented an experiential education program in NC. I taught a non-traditional, civics education program in Washington, DC. I designed and taught a graduate level course on instructional technology for an online university (face-to-face course though.) Selected Evaluation Emphases and Experience: A focus of my doctoral research is on the development of performance-based evaluation methods to improve the practice of evaluating instructional and other human performance improvement programs. I am currently collaborating on the evaluation of IU's distance masters program in Instructional Systems Technology. At the Indiana Center for Evaluation, I am working on the evaluation of the Cleveland Scholarship and Tutoring (Voucher) Program. Continuing Interest in Evaluation: I am interested in continuing my work developing innovative performance-based evaluation methods. I am interested in learning more about utilizing program theory and logic models in evaluation. I hope to learn about various evaluation models, strategies and techniques and apply them to my work as well as share the work I have done in evaluation. |

Program elements in three components will utilize technologies such as website delivery, computer-assisted instruction, and distance learning. I have conducted a number of attitude surveys for Phi Delta Kappa, including a series of national teachers' polls and membership surveys of selected subgroups. Continuing Interest in Evaluation: We are shifting CEDR's primary role from one of disseminating research information to practitioners through books and other publications to providing services. At the same time, we continue to support Phi Delta Kappa International through ongoing activities such as needs analyses and membership surveys. My educational background has provided research skills needed to oversee and conduct many of these activities, but I lack training specific to evaluation. I will share and apply the knowledge and skills I gain in the summer institute, both in the immediate context of the CAPE evaluation and in the future as we move toward change. |

Work Experience: I've worked with students to advance their educational and career opportunities at the college/university level. I began at a tribal community college campus where I promoted SMET internships with various national laboratories and universities. From 1995 to 2002, I worked at NMSU as a Program Coordinator for NIH Bridge to American Indian Students at Community Colleges, Title I Parents as Teachers Project, Kellogg/EFA American Indian Bridges Program for Humanities & Social Sciences, and Centers for Disease and Prevention Training Program. I am now a Program Evaluator for two programs, NIH Bridge Program and CDC Training Program. Selected Evaluation Emphasis and Experience: My responsibility is to recruit and promote retention of underrepresented minority students in biomedical research. Work Experience: I taught Mathematics to first and second year undergraduates at one of Penn State's "branch" campuses for many years. When I was asked by the campus CEO, I took on the job as interim Director of Academic Affairs for two years, ending in 1999. Following that great experience, I decided to continue pursuing an administrative role. That led me to the World Campus. Here I facilitate the selection, development, and delivery of online degree and certificate programs offered by the Eberly College of Science, the College of Engineering, and the School of Information Sciences and Technology. Selected Evaluation Emphases and Experience: Originally, this position did not include responsibility for assessment and evaluation. I recently was offered the opportunity to help conceptualize and guide this critical component of World Campus programs. One of the most controversial areas of on-line instruction today is validating program outcomes and quality. Challengers to on-line instruction question most facets of it, from program rigor, to the quality of instruction, to the depth of student learning, to faculty and student satisfaction, to the availability of technical support. This is a rapidly growing field that requires unbiased evaluation. I hope to help answer these questions and inform program improvement for the World Campus. Continuing Interest in Evaluation: I believe the Institute will help prepare me to utilize proven evaluation models that can truly help drive program improvements and innovations for the World Campus. |

Larry J. McKenzie Pullman, Washington mckenzie@mail.wsu.edu Ph.D. in Student Assessment & Program Evaluation, Washington State University Current Job Title/Employer: Program Evaluation Specialist/Research Assistant at the WSU Assessment and Evaluation Center. Work Experience: Worked 25 years in the Nuclear Power Industry with positions as instructor, training manager, and project manager. My last assignment involved a project management position with Duke Engineering at the Hanford Nuclear Reservation in Richland, WA. The majority of that experience involved objectives-oriented evaluations required by governmental agencies. Selected Evaluation Emphases and Experience: Dissertation-in-progress focuses on current practices employed by engineering professors to assess competencies required by their accrediting agency, the Accreditation Board for Engineering and Engineering Technology (ABET). Since returning to graduate school in 1999, I have been working as an assessment and evaluation specialist in WSU's Assessment & Evaluation Center. Some of the evaluations I have participated in have included, drug free community programs in rural areas, professional development workshops for high school science teachers, after school and summer science camps for young women, undergraduate and graduate curricula in engineering education, farming and environment program, etc. I am funded under an NSF grant that is investigating assessments in engineering education; specifically we are currently developing and evaluating the efficacy of assessment instruments for the senior capstone design projects for engineering undergraduates and their effect on retention. Continuing Interest in Evaluation: I plan on taking a position in academia and teach evaluation theory and facilitate hands-on projects for students participating in internships. I am interested in benchmarking evaluation methodologies and investigating which approaches provide the richest experiences for graduate students and yield the highest quality products for evaluation clients. |

Tom McKlin Atlanta, GA tom.mcklin@gtri.gatech.edu PhD (in progress) in Instructional Technology Current Job Title/Employer: I'm a Research Scientist shared among two organizations within Georgia Tech, the Georgia Tech Research Institute (GTRI) and the Center for Education Integrating Science, Math, and Computing (CEISMC). Work Experience/Evaluation Emphases: At CEISMC, I'm working on a neural network driven evaluation tool that "reads" online discussion list messages and provides information on the cognitive effort found in each message. I'm also working on an evaluation of a middle grades math and science teacher training program in which I'm trying to link teacher preparation with student performance. At GTRI, I've working on the practical application of wearable computers in industrial setting, and try to answer questions like: How can an always-accessible computer aid in collecting data, and how can processes and product quality be improved through the collection and display of this data. This sounds glamorous until you realize that the manufacturing facilities we work in mostly are poultry production plants. Continuing Interest in Evaluation: I'm interested in pairing evaluation with content analysis and computational modeling toward the development of tools that can be applied by the average teacher to receive objective data that can be used in an educational evaluation. I'm also interested in correlating teacher preparation with student performance -- is there a relationship and can it be measured? |

I have taught college science in Costa Rica and science methods in Iceland as a Fulbright Lecturer and in the Philippines on my sabbatical last semester. Currently I work with elementary and secondary preservice teachers helping them develop knowledge and abilities in science teaching. Selected Evaluation Emphasis and Experience: I am interested in evaluating the implementation and use of science methods and programs. My experience comes from program evaluation funded by internal and external grants. Continuing Interest in Evaluation: I believe program evaluation needs a more prominent place in science education research journals as we search for scientific evidence of best practices. Some of my current projects include evaluating a $200,000 USDA grant to develop a distance-delivered farm animal anatomy course. My dissertation research involved evaluating the differential effectiveness of a multimedia Goal-Based Scenario on learning of college biochemistry. Continuing Interest in Evaluation: I would like to learn how to conduct better evaluation research, and develop a research agenda in this area. I want to enhance my skills and knowledge in the areas of materials and program evaluation. Continuing Interest in Evaluation: I want to enhance my proficiency in completing evaluation functions, i.e., data collection and analysis, understanding the logic or theory behind evaluation methods used, etc. I also want to improve my knowledge and skills in determining whether community changes (e.g., system changes, change among change agents, risky/protective behaviors, reduction in health disparities, etc.) are attributable to community-based interventions that are implemented in a specific racial and ethnic population. I am committed to the profession of evaluation in public health and will have many opportunities to utilize and disseminate evaluation information and materials acquired during the institute. |
