Bio
Thomaz is an international evaluation consultant and has an appointment at the Universidade Federal do Rio de Janeiro (UFRJ) where he teaches research methods for graduate students. He earned a Ph.D. in Evaluation at Western Michigan University (WMU) under Dr. Michael Scriven, Mr. Jim Rugh, and Dr. Paul Clements (2008) with the dissertation: “International Aid Evaluation: An Analysis and Policy Proposals.” Thomaz has extensive experience in evaluating social programs throughout the world. He has conducted or managed evaluations in more than 20 countries in Latin America, Africa, Asia, Central-Eastern Europe, and the U.S. From 1997 to 2010, he completed more than 30 evaluations in diverse areas including rural poverty reduction, environmental protection, livestock care and management, entrepreneurship, food security, water and sanitation, early childhood education, health professions education, children and adolescents’ rights, youth development, and after-school initiatives. He conducted several trainings in evaluation for program managers and graduate students. Some of his main clients include Heifer Project International, Fundação Maria Cecília Souto Vidigal, The Evaluation Center at Western Michigan University, Canadian International Development Agency, W.K. Kellogg Foundation, World Wildlife Fund, International Labor Organization, Foods Resource Bank, Oficina de Idéias, Instituto para o Desenvolvimento do Investimento Social, Instituto Ayrton Senna, Fundação Ioschpe, Fundação Telefônica, Vitae, Raytheon-Brasil, Canadian Public Health Association, Secretaria de Planejamemto de Minas Gerais, Instituto C&A, Centro de Criação de Imagem Popular, FASE Solidariedade e Educação, and Fundação ABRINQ. Thomaz is the author of two book chapters on evaluation in nonprofits, one evaluation manual for community early-childhood education centers, and several articles in the evaluation field. He is an active member of the American Evaluation Association and is fluent in English, Spanish and Portuguese. Thomaz also has a Master of Public Health degree from UNC-Chapel Hill, USA, completed in 1996, and a Dental Surgeon degree from UFRJ, Brazil, completed in 1985.
