Haley Glover, Strategy Director and Director of Convening Strategy for Lumina Foundation

Haley Glover is Strategy Director and Director of Convening Strategy for Lumina Foundation, the nation’s largest private foundation focused solely on increasing students’ access to and success in postsecondary education. Haley leads Lumina’s strategy to mobilize communities and employers for higher education attainment. Haley’s convening role at Lumina also brings together thought leaders, policymakers, and practitioners to influence the national conversation, translate ideas into action, and build the momentum toward increasing postsecondary attainment and college success.

Prior to joining Lumina’s staff, Haley served as Associate Commissioner for Policy and Planning Studies at the Indiana Commission for Higher Education, where she led the deployment of the Commission’s nationally-recognized strategic plan, built accountability models, and guided higher education policy for the state. She has also served as the Chief Fiscal Officer of the Massachusetts Department of Higher Education, where she managed a $4M internal budget, and moved a $1.2B budget request through the legislative process. Haley also served as a Fiscal Policy Analyst for the Massachusetts Executive Office of Administration and Finance, and as a Researcher for the Center for Economic Competitiveness at the Hudson Institute.

Haley holds a bachelor’s degree in secondary education, English and American History from Franklin College in Franklin, Indiana. She earned a Master of Arts in Liberal Arts from St. John’s College Graduate Institute in Santa Fe, New Mexico, and a Master of Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University.

Haley lives in Indianapolis, IN with her husband, Eric, and daughter Harper.
