Carolyn Opthoff Sutter

1972 Master of Science

Ms. Sutter served as director of libraries and museums as well as director of telecommunications in Long Beach, California, before being named general manager of the city's Tidelands Agency in 1982. In this position, she initiated and managed all coastal development, oversaw all oil production, and was responsible for a $500-million annual budget. She is the author of a book on telecommunications and several articles on management and budgeting.
